Flies come from somewhere
Houseflies breed in decaying organic matter: an uncovered bin, a wet drain, a grease trap, animal waste, a compost heap. A dining room full of flies has a source close by, and a spray in the dining room does nothing about it. The ocular finds the source, and treating it is most of the job.
Baits and residual treatment
With the source dealt with, fly bait at the feeding and resting sites and a residual treatment on the walls and eaves where they land bring the adult numbers down and keep new arrivals from settling. For a restaurant or a grocery this is set up as a programme so it is renewed before the flies notice.
